Two income streams in one building.
Mixed-use is the more interesting case, because a building with apartments above ground-floor commercial is really two assets sharing a roof. The residential income is steadier and more management-intensive; the commercial income is lumpier, longer-dated, and more sensitive to who the tenant is.
Underwriting them as one blended figure hides risk in both directions. A strong residential floor can mask a ground-floor space that has turned over three times in five years, and a strong commercial lease can mask deferred maintenance upstairs.
On the squares in Dahlonega, Blue Ridge and Ellijay these buildings are often historic, which brings genuine character and genuine constraints: older systems, limited parking, and sometimes design review on exterior changes.

A building with apartments over shops holds a residential income stream and a commercial one, with different risk, different leases and different buyers.

Small multifamily lives or dies on turnover cost and collections. Under-managed assets trade at a discount that is usually deserved.

Why is new multifamily supply limited in these counties?
Density requires public sewer, and sewer availability plus treatment capacity is the binding constraint across much of North Georgia outside the municipalities. Zoning is the second constraint, not the first.
How should I underwrite a mixed-use building?
Separately. Model the residential income and the commercial income as distinct streams with their own vacancy, turnover and capital assumptions, then combine. A single blended assumption will be wrong in both directions.
Do historic downtown buildings have extra requirements?
Frequently. Local historic or design review can govern exterior changes and signage, and older structures carry system and accessibility considerations. Confirm what applies with the municipality before budgeting a renovation.
